Certified Enrollment Entities

Certified Enrollment Entities are organizations that are certified to help individuals, families, and households register for and acquire health insurance. In the state of California, Certified Enrollment Entities also aid in applying for Covered California health plans, in addition to Medicaid, Medicare, and other federal plans. The enrollment counselors that work at Certified Enrollment Entities are trained to provide fair, impartial, culturally and linguistically competent information to anyone who has healthcare-related questions. Certified Enrollment Entities also work to educate and raise awareness about healthcare plans or specifically in the state of California, Covered California health plans.

The roles of a Certified Enrollment Entity are to conduct public education activities to raise awareness about the availability of Covered California health plans. Entities will distribute fair and impartial information concerning enrollment into qualified health plans as well as facilitate enrollment into qualified health plans available through Covered California. Certified Enrollment Entities must provide information that is culturally and linguistically appropriate.

In order to be a Certified Enrollment Entity, organizations must demonstrate to Covered California that they have existing relationships, or could easily establish relationships, with consumers or self-employed individuals likely to be eligible for enrollment in a Covered California Health Plan. Organizations must also meet any licensing, certification or other standards prescribed by the State or Exchange.
